Rules & Compliance
Overview
Springhill is a deed-restricted community. All homeowners, tenants, and guests are required to comply with the Association’s Governing Documents, including:
- Declaration of Covenants
- Bylaws
- Articles of Incorporation
- Rules & Regulations
These standards exist to protect property values and maintain the quality and appearance of the community.
Property Use Restrictions
- Homes may only be used for residential purposes
- Only single-family homes with attached garages are permitted
- No business activity or commercial operations are allowed within the community
- No temporary structures such as trailers, tents, or sheds may be used as residences
Prohibited Activities
The following are not permitted:
- Operating a business from a home
- Creating nuisances or disturbances
- Keeping livestock, poultry, or farm animals
- Using any structure for non-residential purposes
Dogs, cats, and pet birds are permitted in reasonable numbers, but not for commercial use.
Vehicles & Parking
- No parking on lawns or swales unless driveway space is unavailable
- No parking on the side of homes unless properly screened
Commercial vehicles include:
- Vehicles with business logos, tools, ladders, racks, or equipment
- Trucks, trailers, construction vehicles, and similar
Vehicles with flat tires or expired registrations are considered inoperable and are not permitted.
Property Maintenance
All properties must be maintained in a clean and orderly condition.
Examples of violations include:
- Overgrown or unkempt lawns
- Weeds, dead grass, or lack of edging
- Mold, algae, or staining on exterior surfaces
- Deteriorated fences, mailboxes, or structures
- Overgrown trees, bushes, or landscaping
- Dead trees or stumps
- Garbage cans visible from the street
- Debris or trash left outside after pickup day
The Association may enter a property to correct severe maintenance issues after notice, and costs may be charged to the owner.
Architectural Review (ARC)
Approval is required before starting any exterior work, including:
- Roof replacements
- Exterior painting
- Fences
- Pools
- Patio enclosures
- Driveway changes
All requests must be submitted and approved in writing before work begins.
Leasing Restrictions
- Homes may not be leased for the first two years of ownership
- All leases must be approved by the Board
- Owners must submit:
- Lease application
- Copy of lease
- Required background information
Tenants must comply with all community rules. Violations may result in lease revocation or legal action.
Violations & Enforcement
If a violation occurs:
- A written notice is sent to the homeowner
- A 30-day period is provided to correct the issue
- If unresolved, the Board may impose fines
Fines:
- Up to $100 per violation per day, as permitted by law
- Must be approved by an independent committee
- Require a 14-day notice and hearing
Unpaid fines may be treated as an assessment and collected accordingly.
Assessments & Financial Obligations
- All homeowners must pay annual assessments
- Late payments may incur fees
- The Association may pursue:
- Liens
- Legal action
- Foreclosure if necessary
The annual budget is approved by the Board and applies equally to all properties.
Additional Community Rules
- Dogs must be leashed at all times
- Pet waste must be cleaned up immediately
- Swimming in the lake is not permitted
- Only two garage sales per year are allowed
Compliance Responsibility
Each homeowner is responsible for their property, tenants, and guests.
Failure to comply may result in enforcement action by the Association.
